    About this role

    The European Medicines Agency (EMA) promotes and protects public and animal health in all EU Member States, as well as the countries of the European Economic Area, by ensuring that all medicines available on the EU market are safe, effective and of high quality. We serve a population of approximately 450 million citizens living in the EU and operate at the heart of the European medicines regulatory network - a unique collaborative model between over fifty national regulatory authorities for both human and veterinary medicines in the European Economic Area, EMA and the European Commission.
    In this collaborative model, the scope of information services provided by the Agency continues to grow and Information management has become an integral part in achieving EMA's mission. This development is driven by the increasing importance of interconnected information technology systems for managing and sharing information on medicines, the growing range of EMA's external users with different information requirements, the overall digital transformation of society and regulation, and most recently, the COVID-19 pandemic. To strengthen the technology reply the Agency is looking to recruit new talents with an IT project management background to create, design and implement software and hardware solutions for the advancement of scientific research and regulatory decision-making.

    In this job you will:

    EMA is looking to recruit IT Program Manager/ Customer Portfolio Lead within Information Management Division who will be responsible for planning and executing the planned and prioritised technology delivery portfolio to enable EMA's strategic focus areas utilising Agile framework.
    In practice you will coordinate and align IT demand across different technology platform teams and collaborate closely with internal and external stakeholders (i.e. pharmaceutical industry, National competent authorities, EMA divisions and task forces).
    Through your work you will be a contributor to the modernisation of the EMA technology landscape by
    stabilising and future-proofing systems that enable key legislative initiatives through the planned portfolio delivery.
    You could also contribute to the modernisation and management of some of the technology platforms that support the EMA's administrative processes (SAP, SuccessFactors, SAP Fieldglass, Open Text) or regulative processes (Microsoft Dynamics 365, Power Apps, Power BI). In relation to above platforms, you will be supporting the definition and management of supplier contracts, ensuring that the suppliers deliver to EMA high quality services and software.
    You will be reporting to the Head of Service and closely collaborating with your peers (Domain Architect, Business Analyst, Platform Lead) as well as leading Agile delivery teams that consists of colleagues across the Information Management division, EMA business and delivery supplier.
    Overseeing a multidisciplinary team, the IT Program Manager/ Customer Portfolio Lead role requires a hybrid set of technical, analytical, project management skills, with focus on business value delivery and a highly collaborative attitude.

    General conditions:
    1. enjoy full rights as a citizen of a European Union Member State, Iceland, Liechtenstein or Norway;
    2. have a thorough knowledge of English (at least level C1) and a satisfactory knowledge of another official language of the European Union (at least level B2);
    3. have fulfilled any obligations imposed by applicable laws concerning military service.
    Specific conditions:
    1. possess a university of a minimum of three years or more that must have been obtained by the closing date of this vacancy notice;
    2. have at least 3 years of relevant professional experience after obtaining the relevant degree and before the closing date of this vacancy notice.

    General Condition 1 and Specific Conditions 1 will be verified firstly based on the application form and then you will be required to provide documentary evidence at the interview stage. Failure to present these documents may result in the disqualification from the selection procedure.

    You will need:


    • At least 3 years of professional experience in delivering enterprise software implementations in roles such as IT project manager, IT program/portfolio manager, delivery lead and/or scrum master.

    • Experience in and/or certified training in agile software delivery.

    • Prior experience of working within multi-disciplinary teams and leading supplier teams and building successful working relationships with external delivery partners.

    • Experience in managing a complex stakeholder structure within international organisations.

    • Experience in financial management and budgeting.

    Selection process

    Only eligible candidates (see eligibility criteria) will be assessed by the selection committee.

    Suitability and qualifications of eligible candidates will be assessed against the assessment criteria and competences in different steps of the selection procedure.

    Note: Candidates who fail any assessment linked to any Need to Have requirement, Sub-family, grade specific competencies, Role competencies and Core Competencies at any stage of the process are disqualified, despite attaining points on other criteria.

    Shortlisting

    In order to allow the selection committee to carry out an objective assessment of all candidates in a structured way, as part of their application, all candidates must answer the pre-defined set of questions based on Need to have criteria and sub-family competences/Core Managerial competencies (REMOVE accordingly)).

    The Selection Committee will therefore assess eligible candidates using the information provided in the responses to those questions and in their application. When answering a question, you should include all relevant information , even if it is already mentioned in other sections of your application form.

    To carry out this assessment, each of your responses will be awarded points (0 to 10). The points are added up to identify those candidates whose profiles best match the duties to be performed as advertised in the vacancy notice.

    Assessments

    Next steps of selection may include a preliminary assessment. Most assessments will be conducted remotely (i.e. Webex/Teams, remote test, etc.). All assessments are based on the assessment criteria listed in this vacancy notice.

    Shortlisted candidates will participate in personality assessments (e.g. SHL occupational personality questionnaire OPQ32) to assess their Core Competencies (pass score is 26 and above points out of 100 points).

    Additional assessments, such as cognitive (e.g. deductive reasoning) assessments may also be foreseen as part of the selection process. Furthermore, motivation and overall fit for the job and knowledge of EU relevant to role may be assessed.

    Conditions of employment

    In principle, the Agency offers a five-year renewable contract. Contracts of a shorter duration may be offered to the candidates.
