    ORGANISATIONAL CONTEXT

    This selection procedure is intended to establish a reserve list of successful candidates. It is envisaged to start using the reserve list in Q3/Q4 2024.

    Organisational setting:

    The Seconded National Expert will be located in the Special Tactics Team, Operational Centre Unit, Operational & Analysis Centre (OAC), Operations Directorate.
    The Operations Directorate deals with the core business of Europol, improving the effectiveness and cooperation of the competent authorities in the Member States in preventing and combating serious and organised crime, as well as terrorism affecting the Member States. This requires close cooperation with the Liaison Bureaux at Europol and via them with the Operational Teams in the Member States.

    Europol delivers a number of products and services to national law enforcement agencies to support them in their fight against international serious and organised crime, as well as terrorism.

    The Operations Directorate hosts five distinct Departments: Operational and Analysis Centre, European Serious Organised Crime Centre, European Cyber Crime Centre, European Counter Terrorism Centre and the European Financial and Economic Crime Centre.

    The Operational and Analysis Centre delivers support across the Operations Directorate by delivering added value to all Centres, including several functions of operational and strategic nature:

    Information hub and 24/7 Operational support
    - Travel intelligence
    - Deployment management & support
    - Special Tactics including the EU Most Wanted List
    - EMPACT support
    - Liaison and Stakeholder coordination
    - Strategic analytical products
    - Data analysis, training and quality management.

    The Operational Centre (O1-1) acts as the central information hub where all the information sent to Europol is handled in first line. The Operational Centre is the gateway of all information and intelligence channelled through Europol and the central point for data exchange with third parties. The Operational Centre also supports the operational deployments of the Agency for main operations and major international events, monitors and supports the deployment of 'Guest officers' to the migration hotspots, and provides support to Special Tactics communities. It ensures the continuous monitoring of information exchange and open sources, provides first level response on a 24/7 basis, supports specific operations and deployments, provides a platform to special tactics communities and enables decision making of managers by providing an ad-hoc and daily business intelligence picture using information from available (primary Europol) databases.

    FUNCTIONS AND DUTIES

    ORGANISATIONAL CONTEXT

    Organisational setting:

    The main tasks of the Operational Centre are:

    Ensures 24/7 availability and monitoring of information exchange
    - Providing operational support to Europol's Centres (including processing, crosschecking and handling basic cases)
    - Initiating immediate actions and crisis response mechanisms
    - Supporting major events and operations
    - Hosting, training, mentoring newcomers Analysts, as part of Europol's Induction Programme
    - Supporting the special tactics communities within the EU by ensuring the coordination among them and their involvement in Europol supported cases
    - Consolidating and further developing the Guest Officer concept and ensuring the timely support to host countries for the Secondary security checks.

    Purpose of the Secondment:

    The successful candidate will contribute to the work of the team in building and supporting networks of European experts focusing on special tactics (handling of covert human intelligence sources, covert (technical) surveillance including aerial surveillance, witness protection, fugitives active searches, crisis hostage negotiation, cold cases investigations, disaster victim identification, behavioural analysis and earth observation services and maritime surveillance).

    Reporting lines:

    The SNE reports to the Head of Special Tactics Team and to the Head of Operational Centre Unit.

    FUNCTIONS AND DUTIES

    The SNE will carry out the following main functions and duties:


    • Provide assistance and specialist knowledge on international cooperation for law enforcement in general and on special tactics in particular;

    • Maintain direct contact with the specialists in the field to identify the strategic and operational needs and coordinate common initiatives at Europol level;

    • Identify opportunities for the provision of operational support in the special tactics domains and participate in the delivery of related products and services;

    • Support projects, actions and new developments, initiated by Europol or relevant networks in relation to specialist tactics by giving expert advice and participating in training and workshop activities;

    • Ensure the user- and content management of internal and web-accessible tools used or maintained under the responsibility of the Special Tactics team and internally coordinate operational support requests;

    • Liaise with relevant internal and external partners and facilitate Europol's cooperation and coordination;

    • Raise awareness and general knowledge on special tactics both internally and externally and promote suitable specialist support mechanisms and tools through training, workshops and presentations in meetings and conferences;

    • Monitor open source intelligence on specialist tactics and share information and insights with the Head of Team;

    • Provide methodological project support and draft reports;

    • Assist the Head of Team in the follow up on recurrent planning and reporting duties and ensure a timely and coordinated response;

    • Assist in the organisation and conduct of conferences, meetings, training and exercises;

    • Manage the team's common inboxes and guarantee immediate action in case of operational support request. Follow up on recurrent and assigned tasks.

    REQUIREMENTS - ELIGIBILITY AND SELECTION CRITERIA

    Requirements - Eligibility criteria

    Candidates must:


    • Be a member of a competent authority in the meaning of the Article 2a) of the Europol Regulation and enjoy full rights as a citizen of a Member State;

    • Produce evidence of a thorough knowledge of one of the languages of the European Union and of a satisfactory knowledge of another language of the European Union in accordance with the decision of the Management Board on the internal language arrangements of Europol as referred to in Article 64(2) of the Europol Regulation, with the understanding that the SNE will have to carry out his/her duties in a mainly English-speaking environment;

    • Have at least three years of professional experience in the field of law enforcement, which is relevant to the duties to be carried out during the secondment.

    Requirements - Selection criteria

    a. Professional experience
    Essential:


    • Experience within the last two years in executing covert police operations or supporting the deployment of specialist law enforcement techniques in the field of covert technical surveillance, or in the field of earth observation technology, including satellite imagery related services;

    • Experience in organising and delivering meetings, conferences, training, workshops or exercises, ideally in an international context;

    • Experience in project management, strategy planning and implementation, monitoring budget lines, the use of administrative and measurement tools.

    Desirable:


    • Experience in working in an international law enforcement environment;

    • Experience in developing or deploying investigative methods for the use of open sources and/or new forensic methods;

    • Experience in content management, OSINT and SOCMINT tools.

    b. Professional knowledge
    Essential:


    • Knowledge in the field of covert surveillance or earth observation services and knowledge of special tactics in general;

    • Knowledge of the EU internal security framework, its strategic and operational mechanisms involved in shaping the EU internal security architecture;

    • Knowledge of special investigative techniques and mechanisms for close cooperation with investigators in the field;

    • Knowledge of international law enforcement cooperation, regulations and procedures.

    Candidates endorsed by the national competent authorities are required to complete the SNE application form available on Europol's in English.

    The application form must be accompanied by a letter from the sending authority to the Executive Director of Europol expressing willingness to second the candidate.

    Applications must be filled in electronically, duly signed and submitted by means of email to Europol's Human Resources Unit, HR Operational Support Team, to
    via the Europol National Unit of the Member State concerned, and, if necessary, the respective Liaison Bureau. Candidates who do not provide all necessary information or do not comply with any of the above will not be considered.
