  • For initial appointments, the Court offers a twoyear appointment with the possibility of extension (six month probationary period).
    Organisational Context
The General Services Section (GSS) organisationally belongs to the Division of Management Services in the Registry.

The GSS consists of four units:

the Facilities Management Unit (FMU), which is responsible for running the owner occupied premises at The Hague, the assessment, maintenance and adaptation of rental premises at field locations; the Procurement Unit (PU), which provides value for money goods and services required by all Organs of the Court; the Logistics and Transport Unit (LTU), which provides distribution, supply chain services, fleet management, and shipping at HQ and field locations, local transportation, mail operations and archiving at HQ; the Travel Unit (TU) is responsible to provide all official travel of the ICC, related visa services, resident permits at The Hague, administrative functions related to privileges and immunities and shipment of personal goods on appointment and separation.


The Logistics and Transport Unit (LTU) is responsible for supply chain management services for the ICC including the provision of office expendable supplies, ordering of office equipment, photocopy paper, toner, various specialised supplies and the monitoring of photocopier rental and maintenance agreements.

The unit performs the Receipt and Inspection function for all goods procured by the ICC, Property Control and Inventory management of ICC assets, arranges for general and vehicle insurance for the Court, ensures control and provides management of the Court's vehicle fleet.

The unit provides logístical support for all field operations (currently 7).

The Unit also distributes official documents and provides courier, pouch, mail and fax services for the ICC through the Correspondence Processing Centre (CPC).


Duties and Responsibilities
Under the direct supervision of the Chief, General Services Section and under the general direction of the Director, Division of Management Services, the incumbent will be performing the following duties:

  • Manage staff and non-staff resources, develop work plans and provide leadership;
  • Develop and execute strategy by analysing and establishing processes and creating working procedures, Standard Operating Procedures and Administrative Instructions on the logistics and transportation management functions of the Court performed by the Logistics and Transport Unit;
  • Represent the Unit and ICC in meetings and negotiations and decide on contracts, strategy and most economical and/or best available services related to logistics, asset management, commercial insurances, transport and correspondence processing;
  • Administer and maintain the commercial insurances portfolios for proper and costeffective coverage for the Court's property (including buildings and vehicles) and its staff liquidated damages and consequential losses;
  • Administer and maintain the acquisition and monitoring of the Fleet of Vehicles at the Headquarter. Draft procedures, budget cost estimates, approve, control and monitor the expenditures;
  • Administer and maintain the CPC services at the Headquarter. Draft procedures, budget cost estimates, approve, control and monitor the expenditures;
  • Organize Asset Management of the property of the Court, managing and controlling the assets inventory of the Court, establishing systems and procedures to monitor the life cycle of assets from purchase to disposal. Draft budget cost estimates, approve, control and monitor the expenditures.

Essential Qualifications

  • Education:_


An advanced university degree (Master's degree or equivalent) in business/public administration, logistics management, supply chain management or any other related field is required.

A first-level university degree, in combination with relevant and qualifying experience is accepted in lieu of the advanced university degree.

A minimum of five years of progressively responsible experience (seven years with a first-level university degree) of progressively responsible professional experience in logistics, transport and/or supply chain management.


  • Knowledge, skills, and abilities:_
  • Demonstrated experience in staff management is required.
  • Knowledge and comprehensive understanding of logistics and transport operations and practices is required.
  • Knowledge of best practice models, KPI's and standards relating to logistics / transport management is required.
  • Knowledge of ERP systems, preferably SAP is required.
  • A minimum of five years of professional exp
