Job Description
The Minister of Justice and Security transformed the Multidisciplinary Intervention Team (MIT) into the National Collaboration against Undermining Crime (NSOC) on May 25, 2022. NSOC was initially tasked with achieving visible results within 18 months. In mid-March 2024, the involved ministers decided to extend NSOC's existence for at least two more years, indicating a positive outcome of the 18-month period and expressing confidence in NSOC's future.
Mission, Vision, and Strategy:
NSOC's mission is to actively and innovatively combat undermining crime nationally and internationally in collaboration with its partners (read: parent organizations) where it affects the Netherlands. From its vision, NSOC aims to achieve operational results with its partners on cases, phenomena, and systems. It is also crucial to establish a joint covenant as a legal basis to enable integral cooperation with the parent organizations supported by a secure collaborative environment. Additionally, we strive to deliver added value through innovation.
The strategy involves achieving operational results based on the action plan. Currently, the execution is only under the Police Data Act (WPG). With an approved covenant that defines the joint legislation by all partners, even greater impact can be made. The parent organizations include the Police, Public Prosecution Service, Tax Authorities, FIOD, Customs, and Royal Marechaussee.
Strategic Agenda:
The NSOC management team has established a strategic agenda. Within this agenda, nine focus points have been defined. One of the focus points is the program 'secure collaborative environment for the primary process' (VSO-PP). Connecting the primary process with the legal frameworks (covenant) through technology is crucial within this strategic program.
Program:
Within the VSO-PP program, the following program lines have been defined: Process and Method, Legal, and Technology. The Process and Method program line collaborates with key users to define the primary process. On the legal side, work is being done with the six parent organizations on the covenant, the privacy protocol, and the DPIA.
Technology Program Line:
Within the technology program line, efforts include working on Architecture, Privacy and Security by Design, Data Management, and several impact analyses. The most critical impact analysis currently underway concerns the fundamental choice of a 'Platform combined with a Datacenter.' The team is in the establishment phase and currently consists of an enterprise architect, a technical architect, and a lead on Privacy and Security by Design.
Objective:
In this role, you will translate the functional requirements from the current high-level (abstract) documentation into specified requirements. An in-depth translation has a clandestine nature and will be further explained in the verification conversation.
