    ORGANISATIONAL CONTEXT

    This selection procedure is intended to fill 1 currently available post.

    Organisational setting:
    The post of Officer - Multimedia is located in the Corporate Communications Team of the Corporate Affairs Bureau.

    The Corporate Affairs Bureau (CAB) comprises the Office of the Executive Director, the Compliance and Internal Control Office, the Management Support Office and the Corporate Communications Team.

    CAB is responsible for:
    · Providing the full range of services expected of a cabinet, including administrative, logistic and policy support to the Executive Director;
    · Supporting the senior management team and coordinating key corporate interests, including inter-departmental cooperation, stakeholder management and financial administration;
    · Coordinating, as Europol's central point of contact, the preparation, execution and Europol's response to audit activities and findings, performing internal control related functions, as well as maintaining Europol's corporate risks and coordinating the related risk mitigation across the organisation;
    · Dealing with and coordinating all internal and external communication, media, Open Sources and public relations activities, as well as managing open sources in relation to key corporate interests.

    Purpose of the post:
    The Officer – Multimedia is responsible for creating, managing, and optimizing multimedia content to effectively engage audiences and support organizational objectives. In particular, the role involves conceptualizing, producing, and distributing a variety of multimedia resources including videos, animations, graphics, and presentations, across digital platforms.

    Reporting lines:
    The incumbent reports to the Head of the Corporate Communications Team.

    FUNCTIONS AND DUTIES

    The incumbent carries out the following main functions and duties:
    - Act as the photographer and videographer of Europol;
    - Script, develop and edit multimedia content, including videos, animations, graphics, and presentations, to support organisational messaging and initiatives;
    - Execute end-to-end production processes, including scripting, filming, editing, and post-production, to create compelling and high-quality multimedia assets;
    - Oversee the live streaming of events and press conferences;
    - Develop new video and audio formats for content distribution across web and social media platforms;
    - Design templates to streamline audio-visual production processes;
    - Establish and operate a comprehensive multimedia studio, including assessing technical requirements, researching equipment upgrades, and staying abreast of emerging trends;
    - Administer access to both internal and external image and asset repositories;
    - Analyse user requirements for multimedia projects, develop project plans and contribute to communication strategies;
    - Support management in the financial administration of events following the applicable EU financial and legal rules;
    - Perform any other duties in the area of competence as assigned by the line management.

    REQUIREMENTS - ELIGIBILITY AND SELECTION CRITERIA

    ELIGIBILITY CRITERIA
    a. Candidates must

    • Be a national of one of the Member States of the European Union and enjoy full rights as a citizen;

    • Have fulfilled any obligations imposed by the applicable laws on military service;

    • Produce appropriate character references as to his or her suitability for the performance of the duties;

    • Be physically fit to perform the duties pertaining to the post as further specified in Article 13 of the Conditions of Employment of Other Servants of the European Union (CEOS);

    • Produce evidence of a thorough knowledge of one of the languages of the Union and a satisfactory knowledge of another language of the Union to the extent necessary for the performance of the duties.

    b. Candidates must have

    • A level of post-secondary education attested by a diploma. When the official duration of the post-secondary education is less than 3 years, the difference shall be deducted from the professional experience as indicated below:

    • A level of secondary education attested by a diploma giving access to post-secondary education and relevant professional experience of at least 3 years.

    • Professional training of equivalent level of post-secondary education and after having completed the training, at least the number of years of relevant professional experience as indicated below:

    In addition to the above at least 9 years of total professional work experience gained after the award of the diploma.

    SELECTION CRITERIA
    a. Professional experience
    Essential:

    • Experience in multimedia content creation, including video production, graphic design, animation, and audio editing;

    • Experience in managing live streaming of events and press conferences;

    • Experience in optimizing multimedia content for different channels and devices;

    • Experience in managing a multimedia studio, from technical setup to equipment research and industry trend monitoring;

    b. Professional knowledge
    Essential:

    • Advanced knowledge of Adobe Premiere Pro and After Effects;

    • Knowledge of multimedia software and tools such as: Premiere Pro, After, Adobe Audition, Adobe Creative Suite (e.g. Photoshop, Illustrator, InDesign);

    • Knowledge of multimedia content creation, including video production, graphic design, animation, and audio editing;

    • Knowledge of streaming platforms and equipment;

    • Ability to analyse user requirements for multimedia projects and develop project plans.

    Desirable:

    • Qualifications related to the area of graphic design.

    c. General competencies

    d. Additional conditions:
    Fulfil the condition stipulated in Article 5 of the Decision of the Executive Director on the Duration of contracts of employment for Temporary Agents, on the start date of the possible contract of employment which may be offered.
