    The state and influence of current regulations in the Netherlands on
    the green hydrogen transition

    Technological advances have made green hydrogen increasingly interesting to substitute fossil fuels and
    decarbonize the energy system. A multitude of plans and targets have been formulated regarding green
    hydrogen production and use in the Netherlands. However, regulatory uncertainty hampers the materialization
    of a green hydrogen market. Existing regulations have until now been given less attention in literature on green
    hydrogen transitions. This research analyses the existing regulations for green hydrogen to gain insight about
    barriers or voids for the transition to green hydrogen in the Netherlands. With regulatory framework is
    referred to policies, laws and documents on standards. The island of Goeree-Overflakkee serves as a case study
    to the research.

    Problem Statement:
    Despite strategies, plans and announcements, the green hydrogen transition is not yet materializing.
    Regulatory uncertainty and misalignment needs to be overcome.

    Research Objective:
    To investigate the role of existing rules on the transition to green hydrogen and address the gaps in existing
    regulatory and policy frameworks.

    Main research question:
    What are the regulatory barriers and enablers in the transition to a green hydrogen value chain in Goeree-
    Overflakkee?

    Proposed methods:

  • Systematic analysis of policy documents regarding green hydrogen using Institutional Grammar
  • Desk research
  • Interviews and/or document analysis to study the alignment of behaviour among stakeholders.
