    Introduction ‎

    Within ETC, we support our ramp-up through the ambitious Onefuture program. To achieve this growth successfully, a flexible and adaptive IT infrastructure is essential. IT must deliver projects that are on time, within budget, and within the agreed scope. To strengthen our delivery capability and maximize value creation, we are introducing the strategic position of IT Project Portfolio Manager.

    You will be responsible for establishing an IT Project Portfolio that directly supports ETC's strategic business objectives. You will be the driving force behind improving our IT project governance and will be a crucial member of the IT Leadership Team, reporting directly to the IT Director.

    Key responsibilities:

    • Ownership of the IT Project Portfolio: You ensure that the IT project portfolio contributes maximum value to ETC's business strategy. You collaborate closely with internal stakeholders to assess Business Value and Complexity & Risk for projects, acting as a trusted partner for senior business management. You prepare and align decision-making for project portfolio governance meetings (PPC) and ensure effective follow-up and communication.‎
    • Strengthen project delivery: You guide and coach IT Project Managers and IT Leads, fostering a culture of learning, accountability, and continuous improvement. You help teams manage change effectively and address key challenges within their projects. You take ownership of improving project delivery reliability, facilitate retrospectives, encourage implementation of learnings, and celebrate team successes. You maintain relevant project KPIs and provide clear, transparent reporting.‎
    • Shape and evolve project (governance / management) processes: You ensure the project governance framework and methodology are well understood, applied consistently, and continuously improved. You stimulate collaboration across teams and promote one unified way of working within the IT project portfolio. Your improvements will contribute to a predictable, steady quarterly rhythm that enables teams to plan and deliver with confidence.‎
    • Take initiative and manage escalations: When needed, you take ownership of (strategic, complex) projects to ensure successful delivery or step in to manage escalations effectively and calmly, always with focus on solutions and partnership.‎
    • Lead and develop the project management team: You lead a team of four Project Managers who report directly to you. You are responsible for HR and performance management, while fostering an open, supportive environment where each team member can grow, share ideas, and thrive.‎

    Your profile

    • Experience matters more than the diploma: A Master's or Bachelor's degree in a relevant field (such as Business Administration, IT, or Computer Science) is an asset, but proven successful experience in a complex IT environment is critical.
    • Certification in Portfolio Management or IPMA A/B is a strong plus.
    • Project Leadership: 5+ years of relevant experience in Project Portfolio Management or Program Management, with a solid foundation in IT and complex project execution (8+ years total).
    • Experience with project methodologies such as Prince2, PMBOK, IPMA, and/or the SAFe framework.
    • Stakeholder Management: You are an experienced member of IT Steering Committees and excel at building relationships and effectively influencing decision-making at all levels.
    • Fluent verbal and written communication in English, complemented by native German or Dutch language skills.
