    Global Head Monitoring Evaluation and Learning
    M/F- fulltime – The Hague
    Reporting to Director Technical Expertise, Part of Technical Expertise Leadership Team

    SNV is seeking a senior, dynamic and visionary professional to provide strategic leadership to Monitoring Evaluation and Learning (MEL) at SNV. The Global Head of MEL is a key member of the Technical Expertise Leadership Team and will provide thought leadership on SNV's MEL approach, M&E standards, quality assurance, impact measurement and learning. Thus, ensuring we are able to steer and manage impact in our 3 sectors of focus, Agri-Food, Energy and Water and in the cross cutting themes on gender, climate and governance. In the newly created head of the MEL position you will be a key enabler of organisation-wide, cross-sectoral and thematic learning and knowledge management, and oversee improvement and/or innovation processes which inspire evidence driven project design, data driven adaptive management and reflection on how we contribute to systems change at different levels.

    You will lead a small team of global MEL experts to further develop the MEL strategy and agenda and you actively engage and enable our technical advisors and MEL experts across all SNV projects and countries in high quality MEL practice.

    The Global MEL team enables the technical expertise teams, country and project teams to create impact that matters by facilitating, advising and coaching on the use of high-quality quantitative and qualitative data for steering, learning, reporting and business development.

    As Global Head of MEL, you will also spark inspiration to project design and implementation by translating and scaling lessons learned.

    Accountabilities

    Leadership and Strategic Alignment

  • Lead MEL strategy development and implementation
  • Lead global MEL team and enable continuous improvement and/or innovation processes to ensure high-quality MEL across SNV
  • Develop robust strategies to monitor, assess and steer our multiple-level impacts at country, sector and theme level.
  • Ensure integration and implementation of high-quality MEL practices across the project portfolio of SNV across the 3 sectors and 3 core themes.
  • Build strong links with technical teams for evidence generation and with project management for adaptive data-driven decision making.
  • Worth with technical teams, countries and projects to build and share evidence and learnings are effectively shared internally and externally.
  • Build collaboration with partners in the regions and countries we work on MEL approaches and initiatives to contribute to a learning rich eco-system and build our capacity on approaches relating to data and ethics, digital data governance, community participation and accountability in data.
  • Actively participate in ongoing SNV strategy development and discussions.
  • Strengthening Profile, Proposal development and Managing Relationships

  • Lead, identify and implement mechanisms for sharing and disseminating good practice across SNV networks. Participate in learning forums and opportunities to showcase the organization's impact.
  • Contribute to the proposal development process by leading design workshops, ToC and indicator development that integrate SNV's approach system change perspective MEL budgeting approach: Ensure that MEL and Impact functions and processes are budgeted for in proposals and new funding.
  • Measuring Quality of Implementation

  • Provide technical advisory support to selected SNV project inception phases on MEL planning, delivery and quality assurance.
  • Build best practices for MEL project strategies, their implementation and quality assurance processes on data collection, indicators and evaluations (internal/external).
  • Consolidate data for impact evaluation at the project, country and cross-organisational levels and document.
  • Qualifications

    Required Qualifications, Experience & Knowledge

  • Master's degree in a Development Evaluation and Management, Impact Evaluation for International Development, International Development or related field.
  • Proven track record with over 10 years of progressive experience in MEL leadership in an international, multi-country context. Expertise in quantitative and qualitative methodologies and approaches including baselines, outcome monitoring and impact indicators
  • Strong track record in designing, implementing and steering knowledge development, learning and innovation for large organisations.
  • Familiarity with SNV's leading sectors: Agriculture, Energy, and Water as well our core themes GESI, Climate and Governance.
  • Entrepreneurial, result-oriented and driver for change.
