    ORGANISATIONAL CONTEXT

    This selection procedure is intended to establish a reserve list of successful candidates. It is envisaged to start using the reserve list in Q3/Q4 of 2024.

    Europol retains the right to make use of the reserve list to select candidates for similar posts within the organisation, should business needs require so.

    Organisational setting :
    The post of Senior Specialist – Counter Terrorism is located in the Terrorist Propaganda Analysis & Referrals Team, EU Internet Referral Unit (EU IRU), European Counter Terrorism Centre, Operations Directorate.

    The Operations Directorate deals with the core business of Europol, improving the effectiveness and cooperation of the competent authorities in the Member States (MS) in preventing and combating serious and organised crime, as well as terrorism
    affecting the MS. This requires close cooperation with the Liaison Bureaux at Europol
    and via them with the Operational Teams in the MS.

    Europol delivers a number of products and services to national law enforcement agencies to support them in their fight against international serious and organised crime, as well as terrorism.

    The Operations Directorate hosts five distinct Departments: Operational and Analysis
    Centre, European Serious Organised Crime Centre, European Cybercrime Centre, the European Counter Terrorism Centre and the European Financial and Economic Crime Centre.

    The European Counter Terrorism Centre (ECTC) is responsible for facilitating counter terrorism cooperation and counter terrorism information exchange among the counter terrorism authorities as well as to provide operational analysis. It was established with the aim of maximising operational, technical and overall information exchange capabilities in the area of counterterrorism. ECTC strives to ensure added value for EU MS and third party counter terrorism cooperation by providing: 1) an information hub for counter terrorism with strong analysis and information sharing capabilities, effective operational support and expertise for MS and third party counter terrorism investigations 2) proactive mitigation of the use of social media for radicalisation purposes through terrorist/violent (right-wing) extremist online propaganda, also promoting private-public partnerships 3) a central strategic support capability to identify European wide counter-terrorism implications and outreach with relevant international partners. A support office for the ATLAS network (Special Interventions Units) is also set up within ECTC.

    The EU IRU coordinates and shares the identification tasks of terrorist and violent (left and right-wing) extremist online content with relevant competent authorities; carries out and supports referrals in an effective manner in close cooperation with the industry; and supports MS internet-based investigations and technical requests. The EU IRU also acts as a knowledge hub for Europol and the MS in the field of cross-border access to e-evidence and new technologies that could potentially be abused by criminals.

    Purpose of the post :
    The Senior Specialist – Counter Terrorism is responsible for the provision of effective and efficient operational support to MS investigations in the area of counter terrorism.

    More specifically, the incumbent coordinates the development of methodologies and techniques in the area of terrorism content online monitoring and referrals.

    Reporting lines :
    The incumbent reports to the Head of the Terrorist Propaganda Analysis & Referrals Team/ Head of Unit EU IRU.

    Job environment :
    This post might require participation in a shift system including weekends and nights as well as on-call duty.

    FUNCTIONS AND DUTIES

    The incumbent carries out the following main functions and duties:
  • Head or take a key role in project-related activities, with specific emphasis on politically motivated terrorist and violent extremism;
  • Provide subject matter expertise to operational activities aimed in the respective crime area;
  • Establish, maintain and foster close contacts with MS and Third Parties' Liaison Officers to encourage and support operational activities related to respective crime area;
  • Ensure internal and external knowledge and capacity building on terrorism and violent extremism, with specific focus on violent left and right wing extremism and anarchism;
  • Produce and review analytical and strategic reports in the area of online terrorist content and new modus operandi in the production, dissemination of online terrorist and extremist propaganda;
  • Contribute to the development and improvement of monitoring and analytical methods and techniques used by Europol and keep abreast of intelligence developments;
  • Liaise with colleagues in other Departments on intelligence projects when necessary;
  • Represent Europol at meetings, trainings and other events and deliver presentations, increase awareness and provide expert knowledge and advice in relation to respective crime area;
  • Support the Head of Unit and Head of Team in policy and other strategic matters in the respective crime area, such as (EU regulations, EU Crisis Protocol, EU Internet Forum);
  • Perform any other duties in the area of competence as assigned by line management.
  • REQUIREMENTS - ELIGIBILITY AND SELECTION CRITERIA

    Requirements - Eligibility Criteria a. Candidates must
  • Be a member of a competent authority within the meaning of the Article 2(a) of the Europol Regulation and enjoy full rights as a citizen of a Member State;
  • Have fulfilled any obligations imposed by the applicable laws on military service;
  • Produce appropriate character references as to his or her suitability for the performance of the duties;
  • Be physically fit to perform the duties pertaining to the post as further specified in Article 13 of the Conditions of Employment of Other Servants of the European Union (CEOS);
  • Produce evidence of a thorough knowledge of one of the languages of the Union and a satisfactory knowledge of another language of the Union to the extent necessary for the performance of the duties.
  • b. Candidates must have

  • A level of education which corresponds to completed university studies attested by a diploma when the normal period of university education is four years or more;
  • OR

  • A level of education which corresponds to completed university studies attested by a diploma and appropriate professional experience of at least one year when the normal period of university education is at least three years;
  • OR

  • Professional training of an equivalent level in a relevant area (e.g. Police Officer's School) and after having completed the training, at least the number of years of relevant professional experience as indicated below:

  • In addition to the above at least 6 years of total professional work experience gained after the award of the diploma.
  • Requirements - Selection criteria a. Professional experience Essential:
  • Experience in coordinating investigations with an international dimension in the field of counter terrorism;
  • Experience with internet-based investigation and monitoring, preferably in the area of politically motivated extremism and terrorism;
  • Experience in dealing with operational and strategic issues linked to counter terrorism.
  • Desirable :

  • Experience coordinating staff;
  • Project management experience;
  • Experience of liaising with technology companies in the realm of online counter terrorism;
  • Experience of other form of terrorism and extremism ideologies as jihadism or eco-terrorism;
  • Experience in business product management of databases/platforms on violent extremism and terrorist related content.
  • b. Professional knowledge
    Essential :

  • Sound knowledge of the law enforcement environment and practices, preferably at an international level;
  • Sound knowledge of right-wing and left-wing extremism and anarchist organisations, groups or affiliated persons active in or threatening the EU;
  • Sound knowledge of counter terrorism initiatives and decisions at EU level.
