    Global Head Monitoring Evaluation and Learning
    M/F- fulltime – The Hague
    Reporting to Director Technical Expertise, Part of Technical Expertise Leadership Team

    SNV is seeking a senior, dynamic, and visionary professional to provide strategic leadership to Monitoring Evaluation and Learning (MEL) at SNV. The Global Head of MEL is a key member of the Technical Expertise Leadership Team and will provide thought leadership and strategic guidance on SNV's MEL approach, MEL standards, impact measurement and evidence-based learning. Working towards a culture and practice of measuring change to stimulate continuous improvement of our approaches and to build effective portfolios across our 3 sectors Agri-Food, Energy and Water, as well as the cross-cutting themes on gender and social inclusion, climate and governance.

    In the newly created Global Head of MEL post you will strategically position the MEL function within SNV to create organisation-wide, cross-sectoral and thematic learning. This entails overseeing MEL improvement and/or innovation processes which drive evidence-based design, data driven adaptive management and critical reflection on our approaches and how we contribute to systems transformation. To accomplish this, the Global Head of MEL will closely collaborate with the other members of the Technical Expertise Leadership Team at SNV.

    As Global Head of MEL, you will ensure MEL services within the organisation are provided in line with SNV's strategy and organisational needs to deliver on our mission. You will lead a small team of global MEL experts to further develop the MEL strategy and agenda. The global MEL team enables country, sector and project teams to create impact that matters by facilitating, advising and coaching on the use of high-quality quantitative and qualitative data for steering, learning, reporting and business development. To ensure MEL standards are met, the global MEL team develops the necessary capability and capacity within the organisation.

    This is also an external facing role. Working closely with colleagues across the organisation, you will engage with like-minded organisations in the MEL space to stay across trends and innovations within the field, as well as representing SNV in external fora in relation to MEL.

    Position duties and responsibilities

    Leadership and Strategic Alignment:

    • Strategic positioning of MEL within the organisation, in close collaboration with the Technical Expertise Leadership Team.
    • Lead the MEL strategy development and implementation, aligned to SNV strategy and organisational needs.
    • Lead on a standardised approach to MEL staff recruitment within SNV and supervise the global MEL team at the Global Office.
    • Lead on the institutionalisation of SNVs MEL standards across the SNV organisation, the continuous improvement and innovation processes to ensure high-quality MEL across SNV.
    • Lead on an enhanced evaluation culture within SNV, contributing to ensure optimal investment in assessing the impact of our portfolio and thematic initiatives across countries.
    • Build SNV's capacity on approaches relating to data and ethics, digital data governance, and accountability to affected populations.
    • Actively participate in ongoing SNV strategy development and discussions, at global level, as part of the Senior Leadership Team.

    Lead On and Champion MEL Best Practices:

    • Coordinate the development and implementation of approaches, methodologies and tools to monitor, evaluate and steer SNV's impacts at country, sector and theme level.
    • Provide leadership on data-driven learning, evidence generation and adaptive management, in close cooperation with technical teams.
    • Provide leadership on connecting best practices and learning from projects and portfolios across SNV countries to ensure evolving and effective learning.
    • Provide leadership on the development of MEL trainings and webinars for SNV staff on tested and innovative practices in design, monitoring, evaluation and learning.

    Strengthening Profile and Managing Relationships:

    • Lead, identify and implement mechanisms for sharing and disseminating good MEL practice across SNV networks.
    • Participate in learning forums and opportunities to showcase the organization's MEL practice, share MEL learnings and contribute to the MEL knowledge agenda.
    • Engage in other Global office initiatives that support quality measurement and learning practices.
    • Build collaborations with partners at global, regional and country level on MEL approaches and initiatives.
    Qualifications

    Required Qualifications, Experience & Knowledge

    • Master's degree in international development, political or social science or relevant field and course work in M&E, research and evaluation methodologies and statistical analysis.
    • Proven track record with over 10 years of progressive experience in MEL leadership in an international, multi-country context.
    • Demonstrated experience in setting up, managing and implementing organisational MEL systems.
    • Thorough knowledge of quantitative and qualitative methodologies for MEL at strategic, organisational and portfolio level.
    • Strong track record of successful team leadership and strategic positioning of MEL at organizational level.
    • Ability to cultivate constructive relationships within and outside SNV and strong interpersonal, oral, and written communication skills.
    • Familiarity with SNV's leading sectors: Agriculture, Energy, and Water as well our core themes GESI, Climate and Governance.
    • Entrepreneurial, result-oriented and driver for change.
