Organisational Context


Under the direction of the Prosecutor, the Office of External Relations (OEA) supports the Office's diplomatic and external engagements with a view to enhancing political support and understanding for its mandate and work.

The OEA also supports the Office's operational cooperation needs and relations with external stakeholders.


The OEA comprises two components:
(a) general cooperation and external relations; and (b) judicial cooperation.


The general cooperation and external relations component, under the guidance of the Prosecutor and in close collaboration with the Immediate Office, conducts and supports the establishment and management of OTP's external networks of support with diplomatic communities, NGO's and other relevant interlocutors, and coordinates and provides external relations input and advice in relation to various decision making processes and products.


Duties and Responsibilities
Under the general supervision of the Judicial Cooperation Adviser/External Relation Adviser the incumbent will perform tasks required by the Division in the area of general cooperation / external relations, including:

  • Coordinate and prepare OTP-specific diplomatic and stakeholder meetings and visits to the seat of the Court;
  • Prepare OTP missions related to general cooperation / external relations, including logístical organisation of meetings and preparing relevant background information;
  • Draft of and coordinate input for documents, information products, or reports relevant to the work of the Office;
  • Conduct research and contribute to the drafting and formulation of speaking points, speeches, and other supporting material to the OTP officials for discussions on various issues affecting the work of the Office, including the Assembly of States Parties (ASP) and its subsidiary bodies;
  • Contribute to the coordination of interorgan issues affecting the work of the OTP and Section;
  • Contribute to the work of the Section related to its input to the public information activities of the Office;
  • Perform any other duties as required.

Essential Qualifications

  • Education:_


An advanced university degree in Law, International Relations, Political Science, Public Administration, International Relations or a related field, is required.

A first-level university degree in combination with two additional years of qualifying experience is accepted in lieu of the advanced university degree;

  • Experience:_
  • A minimum of two years (four years with a first level university degree) of relevant professional experience, is required;
  • Professional experience in external relations, cooperation and negotiations, preferably from a foreign service, an intergovernmental organization or civil society organization;
  • Experience in drafting documents, key messages, speaking points, etc.;
  • Professional experience in the field of international criminal justice is an asset;
  • Knowledge, skills, and abilities:_
  • Excellent knowledge of the provisions of the Rome Statute and the ICC Rules of Procedure and Evidence;
  • Excellent diplomatic, communication and negotiation skills;
  • Excellent communication and drafting skills and ability to prepare and present reports that are clear and concise;
  • Strong planning and organisational skills, with flexibility and ability to adjust in a highly dynamic environment;
  • Ability to keep strict standards of confidentiality;
  • Capacity to prioritize activities and assignments and foresee risks.
  • Ability to work effectively and constructively with colleagues from different professional, national and cultural backgrounds;
  • Ability to work effectively under strict deadlines;
  • Professional and personal integrity.
  • Knowledge of languages:_
Proficiency in one of the working languages of the Court, English or French is required. Working knowledge of the other is highly desirable. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) is considered an asset.
